The Year-End W-3 Form report, PAY00718, completes a pre-printed W-3 Form, Transmittal of Wage and Tax Statements, and needs to be enclosed whenever transmitting paper copies "A" of the Form W-2 to the IRS. Form W-3 isn't used by employers that file on magnetic media (e-file).
The Form W-3, Transmittal of Income and Tax Statements," also is called the "Annual W-2 Reconciliation" because it summarizes the total amounts reported on the Forms W-2.
