Department Codes correlate to the "tier two" level of an organization. Only standard, department-wide information should be recorded for a department Code.
Department, Tier 2, and Labor Segment 2, many times refer to the same units and are often defined with the same codes and descriptions, but each is a separate Validation Table. Most notably, Labor Segment 2 does not have to match the Department Codes, but it can.
Constraint: Users cannot delete a Department record or change the code value if it is currently assigned to employees (Tier 2) or if it was assigned to employees of posted payrolls.
